Add apple cider to a pot over medium heat. Bring to a simmer and simmer for about 30 minutes, until it is thick, jammy and reduced to 1/4 cup.
Preheat oven to 350 degrees.
Add all wet ingredients to a bowl and mix. Fold in dry ingredients and mix again.
Add batter to an 8x8 baking dish lined with parchment paper. Bake for 23-27 minutes, until a knife or toothpick comes out clean. I baked mine for 25 minutes on the dot. Let cool for ~20 minutes.
Mix together topping ingredients. Sprinkle topping over blondies. Slice and enjoy.
